Overview

  • On June 19, the Paris appeals chamber ruled that Durov may leave metropolitan France for stays of up to 14 consecutive days in Dubai from July 10, provided he notifies the investigating judge one week in advance and avoids other destinations.
  • His identity documents and passport will be restored at the start of the eased regime, while he remains subject to existing bail conditions and must report to Paris authorities every two weeks.
  • Durov continues to be formally investigated on 17 counts, including complicity in distributing child pornography, drug trafficking, organized fraud, aggravated money laundering and criminal association.
  • His lawyers successfully argued that the previous travel ban was disproportionate given his parents’ serious health challenges and his need to be present for a newborn son and teenage child in Dubai.
  • The decision underscores ongoing debate over tech executives’ accountability for platform content and the balance between regulatory oversight and free-speech rights.
