France Widens AML Checks on Binance and Coinbase Ahead of EU MiCA Licensing

Officials are pressing for ESMA to take direct oversight to enforce uniform rules across major crypto firms.

Overview

  • The ACPR has been conducting on-site reviews since late 2024 to evaluate more than 100 PSAN-registered firms in France.
  • Inspectors instructed Binance to strengthen risk management and compliance controls, which the company says it is addressing in cooperation with regulators.
  • Exchanges that do not remedy deficiencies face penalties or exclusion from MiCA authorization, blocking EU-wide operations.
  • Only a handful of providers—Deblock, GOin, Bitstack and CACEIS—have secured approval so far, with a licensing deadline set for June 2026.
  • A separate investigation by French prosecutors into Binance over alleged money laundering, tax fraud and unlicensed operations remains open.
