Overview
- The reform, unveiled on June 25 by Commerce Minister Véronique Louwagie, mandates full digitalization of ticket-restaurant usage from February 2027.
- Tickets will be valid in all French supermarkets for non-prepared food items and usable on Sundays, while the €25 daily spending cap remains unchanged.
- Validity of vouchers will be limited to one year to prevent stockpiling and further drive consumption.
- Unused balances from departing employees, estimated at around €10 million, will be routed into a dedicated food aid fund and consumers will have the option to donate leftover credits to associations.
- The Commission nationale des titres-restaurant will be abolished, a groupement d’intérêt économique set up under Banque de France oversight, and measures introduced to reduce merchant fees.
