France to Cut Electricity Subscription Fees About 5% From February 1

Officials say the measure taps an overfunded levy with no impact on public finances.

  • Industry minister Roland Lescure said the change will return €540 million to consumers, averaging roughly €10–12 per household per year and up to about €200 for some professionals such as bakers.
  • Bercy notes the CTA finances a special power-and-gas sector pension scheme that is currently in surplus, so the adjustment does not affect the state budget.
  • The cut must still pass consultations with the Conseil supérieur de l’énergie, the energy regulator CRE, and the sector committee, followed by an arrêté in the Journal officiel.
  • Ministers frame the move as a modest first step ahead of a broader electrification plan and alongside the new VNU market mechanism that took effect January 1, with Bercy estimating about a 1% average decrease in annual bills.
