France Starts Overhaul of Off‑Peak Electricity Hours With Night and Midday Windows

The regulator says the shift will harness midday solar to better balance demand.

Overview

  • From 1 November, discounted hours must include at least five consecutive hours between 23:00 and 07:00 and up to three consecutive hours between 11:00 and 17:00, with no off‑peak periods allowed from 07:00–11:00 or 17:00–23:00.
  • Enedis begins a first phase for 1.7 million customers between November 2025 and June 2026, followed by a second phase introducing seasonal schedules for 9.3 million customers between December 2026 and October 2027.
  • About 11 million of the 14.5 million households on heures pleines/heures creuses contracts will be affected, while 3.5 million already meet the new constraints and Corsica and overseas territories are excluded.
  • Enedis must notify suppliers six months before any change and suppliers must alert customers at least one month in advance, with households advised to reprogram high‑load devices to the new windows.
  • The Commission de régulation de l’énergie cites teleworking patterns and rising photovoltaic output as drivers, while consumer groups warn savings will be limited unless roughly one‑third of usage occurs during off‑peak periods.
