France Starts November Measures on Off-Peak Power, Evictions Freeze and Bank Succession Fees

The staggered rules target a daytime shift in power use to match solar production, cushioning households through the cold months.

Overview

  • From 1 November, suppliers begin moving part of the eight daily off-peak hours into 11:00–17:00 while keeping at least five hours overnight, with about 11 million customers phased in through 2027.
  • The winter trêve runs from 1 November to 31 March 2026, suspending most tenant evictions and banning gas and electricity cut-offs, with exceptions for squatters, protective orders and unsafe buildings.
  • Assurance Maladie’s new medical-transport convention enters around 1 November, ending reimbursement of empty trips and adding a €13 flat contribution, with projected €150 million in savings as taxi groups warn of heavy revenue losses.
  • Energy cheques worth €48 to €277 begin mailing automatically to eligible households around 3 November after a delayed timetable this year.
  • From 13 November, banks must cap succession fees at 1% of account balances up to a maximum of €850, with specified cases processed free of charge.
