France Rolls Out November Rules on Energy Use, Tenant Protections and Fees

Off-peak electricity moves partly to daytime for millions of customers.

Overview

  • Electricity off-peak hours begin shifting to 23:00–07:00 at night and up to three hours between 11:00 and 17:00, with a phased rollout for about 11 million customers through 2027 and seasonal schedules to follow.
  • The winter eviction moratorium runs from 1 November to 31 March 2026, suspending most tenant expulsions and prohibiting gas and electricity cut-offs, with limited legal exceptions.
  • Energy cheques start going out automatically from around 3 November to eligible households, ranging from €48 to €277 to help pay energy bills.
  • From 13 November, banks must cap succession-related account fees at 1% of assets up to a maximum of €850, with indexation each year and defined cases of gratuity.
  • Winter tyres or approved alternatives are mandatory in mountain areas from 1 November to 31 March 2026 under the Loi Montagne II, with a possible €135 fine for non-compliance.
