France Redirects Over Half of Unspent EU Organic Funds to Broader Agricultural Aid

Minister Annie Genevard defended the move as essential to optimize leftover EU credits under the PAC framework.

Overview

  • Annie Genevard announced that of €257 million in unspent 2023–24 PAC conversion funds, €96 million will be allocated to organic maintenance aid and €12 million to dairy modernization.
  • The government earmarked €55 million for young farmers, €15 million each for the sheep and durum wheat sectors, €33 million for regional projects and €34 million for water-related investments, regardless of production mode.
  • The Fédération nationale d’agriculture biologique denounced the decision as a “hold-up” and its representatives walked out of the ministry’s orientation council in protest of what it called a withdrawal of state support.
  • Dominique Chargé of Coopération agricole praised the redistribution as a pragmatic response that aligns aid with the current pace of organic market growth.
  • Organic farming still covers only 10.1 percent of French farmland, well below the 21 percent national target and the EU’s goal of 25 percent by 2030.
