France Records First Natural Population Decline Since 1944 as Births Fall to Post-War Lows

President Macron’s administration is advancing a demographic rearmament package with a higher-paid birth leave to address the steep fertility decline

Overview

  • Insee provisional data show 317,340 births between January and June 2025, a 2.2% drop from the same period in 2024.
  • From June 2024 to May 2025 France saw 13,659 more deaths than births, marking the first six-month natural population deficit since World War II.
  • All regions experienced birth declines except Pays de la Loire (+1.1%) and Mayotte (+1.3%), with Hauts-de-France (-3.8%), Auvergne-Rhône-Alpes (-2.8%) and Île-de-France (-1.8%) hardest hit.
  • June 2025 births rose 2.6% year-on-year to 54,186, reflecting a recovery from an unusually low June 2024 baseline.
  • The government is considering a new “congé de naissance” with more generous monthly payments than the current €456 parental leave under its demographic rearmament strategy.
