France Pushes Ahead With Mandatory E-Invoicing From September 1

Ministry officials say ANSSI SecNumCloud hosting plus strict platform rules will secure taxpayer data to boost VAT recovery.

Overview

  • The reform requires all VAT-registered companies to be able to receive electronic invoices from September 1 and forces large companies and mid-sized firms to issue them immediately with smaller firms given until September 2027 to start issuing.
  • The finance ministry is keeping the timetable after a mid‑August cyberattack on the tax authority that officials called a serious incident and media reports linked to leaks affecting about 650,000 taxpayers and companies.
  • The minister convened the roughly 148–150 government-approved intermediary platforms this week and imposed tightened security requirements, with data to be hosted under ANSSI’s SecNumCloud label according to Bercy.
  • Businesses remain uneasy about costs and readiness because some approved platforms charge monthly fees reported at about €20–€60 and published estimates disagree on how many firms have completed technical steps to comply.
  • Officials argue the system will standardize invoices, speed processing and help detect VAT fraud to bring an estimated €2–3 billion to the state while other European countries show the model can work, but small firms will face short-term training and cashflow adjustments.
