France Presents New Caledonia Constitutional Bill, Targets Year-End Parliamentary Vote

The measure must pass both chambers before a Versailles Congress approves the revision by a three-fifths majority.

Naima Moutchou, le 21 juin 2022, à Paris

Overview

  • Overseas Minister Naïma Moutchou presented the draft at the Council of Ministers as the legal translation of July’s Bougival agreement.
  • The text would create an “État de la Nouvelle-Calédonie,” recognize a Caledonian nationality, open the provincial electoral roll for a 2026 vote, and transfer certain international-relations competence.
  • An urgent organic bill to delay provincial elections to 2026 entered review in the Senate’s Law Committee after being added to the agenda on an expedited basis.
  • Prime Minister Sébastien Lecornu said he will ask Parliament to consider the constitutional text before year-end and emphasized that economic and social advances are also required.
  • The FLNKS rejects the accord, while the delegations that signed it maintain their support, including a portion of independentists.
