France Powers Down Nuclear Reactors as Rivers Heat Up

Regulatory limits on warmed river water are forcing temporary shutdowns and reduced output that will only lift once river temperatures fall.

Overview

  • EDF took three reactors offline and cut output at eight others, a move that reduced nuclear generation by about 6.4 gigawatts, which was reported on Monday.
  • The offline units are Golfech, Bugey and Chooz, and EDF has given provisional restart windows from about July 19 to July 25 that depend on cooler river conditions.
  • Operators say the actions are environmental precautions to meet laws limiting the temperature of water returned to rivers, not indications of reactor safety problems.
  • Grid operator RTE data showed France was likely still exporting power to neighbors with more than 10 GW sent abroad despite the cuts, which trimmed the system’s margin but did not cause immediate blackouts.
  • The episode reflects a recurring vulnerability since late May as extreme heat raises river temperatures, stressing cooling-dependent plants and raising public-health and ecosystem concerns, including heat alerts, wildfires and a reported rise in drowning deaths.
