France Pauses Generic-Drug Rebate Cut for Three Months After Pharmacists’ Strikes

The government acted after months of pharmacist walkouts over a decree cutting margins on generics.

Overview

  • Prime Minister Sébastien Lecornu suspended for at least three months the order lowering the cap on commercial discounts for generic medicines.
  • The August 6 decree had reduced the ceiling to 30% from 40%, with a planned step-down to 20% by July 2027.
  • An IGAS and IGF review will assess the pharmacy model and is expected to inform new government proposals.
  • Matignon pledged targeted support for about 900 struggling rural pharmacies and outlined added local-care duties, including diagnostic tests for angina or cystitis, limited renewals of oral contraceptives, and short extensions of stable chronic treatments.
  • The main pharmacists’ union FSPF called a pause in mobilization, while USPO estimates a 20% rebate cap would cut around €30,000 per pharmacy per year.
