France Overhauls ASE Pouponnières With Time Limits, Size Caps and Staffing Rules

A new decree replaces a 1974 framework to curb prolonged stays in crowded pouponnières through capacity caps with small-unit living.

Overview

  • Placements in pouponnières are limited to four months, renewable once after an evaluation of the child's situation.
  • Each facility is capped at 30 children and must operate in small living units designed to provide a warmer, more secure environment.
  • Staffing standards tighten to one childcare auxiliary for five children during the day and one for fifteen at night, with teams focused on development, attachment and safety.
  • Pouponnières must include a dedicated parental-support team to help prepare a return to the family when possible.
  • The government has earmarked €35 million to implement the new norms, as associations welcome the move and the minister readies an autumn bill to expand the foster-carer pool.
