Overview
- The government announced the 109 selected territories on Friday, Sept. 11, covering about 6,700 communes and roughly 14.8 million people who will get priority access to electrification support.
- Selected areas must produce a local feuille de route by December 1 and will receive an ADEME referent to coordinate local planning so network changes and mass conversions are done in a coordinated way.
- The pilots target key shifts: about 110,000 homes to exit gas, 130,000 to exit fuel oil, and the installation of 15,000 new charging points including 2,000 fast chargers, plus measures for agriculture, artisans and industry.
- Funding will be routed mainly through energy savings certificates (CEE) with a planned ramp up of support toward a potential €10 billion per year by 2030 and a second implementation phase due to start in October.
- Practical hurdles remain: coordinated gas‑network decommissioning is complex and costly, rural charging density lags urban areas, and questions persist over concrete budgets for some measures and how poorer households will be protected.
