France Moves EV Subsidy Funding to Energy Savings Certificates, Raises Aid for Lower-Income Households

Funded by energy savings certificates instead of the state budget, the ecological bonus will be followed by the relaunch of social leasing in September.

Overview

  • Low- and middle-income households in the first eight income deciles now qualify for a €4 200 bonus, while higher-income buyers receive €3 100.
  • Vehicle eligibility rules stay the same, requiring a purchase price under €47 000, weight below 2.4 tonnes and a minimum environmental score.
  • Energy suppliers will finance the bonus by funding efficiency and consumption reduction projects in exchange for certificates.
  • The social leasing scheme for low-income buyers, paused in early 2024, is set to resume in September with three-year electric vehicle rentals at reduced rates.
  • Automakers and the French Automobile Platform welcomed the support but warned that the CEE mechanism’s complexity could complicate consumer access and push up energy costs.
