Overview
- On July 25, Prime Minister François Bayrou issued a circular requiring all ministries and prefectures to adopt Tchap from September 1 to secure interadministrative exchanges
- Built by Dinum with ANSSI since 2018, Tchap offers end-to-end encryption on mobile and desktop and stores data on servers managed by the Interior Ministry
- State agents will be barred from using WhatsApp, Telegram, Signal and other commercial apps for official communications while existing Olvid users are urged to switch to Tchap for exchanges with government bodies
- The shift addresses growing cyberattack threats and legal vulnerabilities posed by the US Cloud Act over foreign messaging services
- Ministries are coordinating a phased migration and ramping up user onboarding to meet the September deadline
