France Launches Food Sovereignty Conferences to Set 10-Year Agriculture Plan

The push follows warnings of rising food imports, with the farm trade balance at risk of a 2025 deficit.

Overview

  • Agriculture Minister Annie Genevard opened the process with a Rungis event billed as a “grand réveil alimentaire” to steer a long-term production and processing strategy.
  • Ludovic Spiers, former chief executive of the Agrial cooperative, was named general coordinator to oversee the effort.
  • Seven sectoral working groups will gather producers, processors, interprofessions, FranceAgriMer and researchers, aiming for initial proposals at the March Salon de l’Agriculture and conclusions in June.
  • Leading farm unions agreed to take part but denounced the Rungis launch as a public-relations exercise, with FNSEA and Coordination Rurale skipping the ceremony and pressing for concrete income guarantees.
  • The ministry confirmed consumer and environmental associations are excluded, as controversy endures over national nutrition policy, including the reported removal of guidance to limit ultra-processed foods.
