France Introduces Daytime Off‑Peak Electricity Hours for Millions

Regulators and grid operators say seasonal daytime slots will steer demand toward midday solar output to ease market price drops.

Overview

  • The progressive rollout began on Wednesday, November 4, 2026, and will continue customer by customer through 30 November 2027.
  • Under the change customers keep eight off‑peak hours a day but some hours will move into daytime windows, typically two to three hours between 11:00 and 17:00 in summer while at least five consecutive night off‑peak hours remain guaranteed.
  • Official counts differ on scale: the Commission de régulation de l'énergie (CRE) cites about 11 million clients affected while other reporting puts the figure at 14.5 million households.
  • Enedis and regulators say the reform is meant to absorb more rooftop and utility solar by shifting roughly 5 gigawatts of consumption into sunny afternoons and cutting episodes of very low or negative wholesale prices.
  • Most Linky‑connected devices will switch automatically, suppliers must notify customers one month before changes, and some groups are excluded from the reform including EDF Tempo subscribers, Corsica, and overseas territories.
