France Ends Youth Pass Rail Program After Underwhelming Results

The €15 million summer 2024 initiative for unlimited regional train travel will not return in 2025, citing low uptake and budget constraints.

Overview

  • The Pass Rail program, which allowed unlimited travel on TER and Intercités trains for €49/month, will not be renewed for summer 2025.
  • Launched in 2024 for young people aged 16–27, the initiative sold only 235,000 passes, far below the 700,000 target.
  • The €15 million scheme was funded 80% by the State and 20% by regional authorities, with Île-de-France opting out of the program.
  • The Transport Ministry attributed the decision to discontinue the program to fiscal pressures and its limited success in meeting goals.
  • Regions retain the option to implement their own youth fare initiatives and focus on broader service improvements.
