France Enacts Sweeping Outdoor Smoking Ban From July 1

It aims to protect minors from secondhand smoke by banning smoking near schools, parks and beaches.

Overview

  • The ban extends existing indoor restrictions to all parks, beaches, bus stops, school perimeters and public spaces where children gather.
  • Electronic cigarettes and the terraces of cafés and restaurants are exempt from the new outdoor smoking rules.
  • Local authorities are empowered to issue fines of €135 up to €700 to anyone caught smoking in banned areas.
  • The decree published on June 28 implements a key measure of the 2023–2027 National Anti-Tobacco Programme targeting a smoke-free generation by 2032.
  • Over 30% of French adults and 15% of 17-year-olds still smoke daily, contributing to about 75,000 tobacco-related deaths each year.
