France Details €5.5 Billion Health Savings Plan With Higher Fees, Care Reforms

Health Minister Catherine Vautrin said these measures are essential to cap national health spending growth below two percent, preserving access to care.

  • The plan will double medical deductibles to €100 per year, cap monthly charges at €8 and require payments at the counter.
  • The plan will facilitate exit from the long-term illness (ALD) regime when patients are declared fully cured, and question full reimbursement for thermal cures and low-medical-value drugs.
  • The plan will study transferring sick-leave compensation for days four to seven to employers, limit initial outpatient sick leave to 15 days and cap post-hospitalization leave at one month.
  • The plan will impose tariff cuts on high-margin sectors such as radiology, biology, radiotherapy and dialysis, and promote ambulatory and home hospitalization to boost efficiency.
  • The plan will require flu vaccination for nursing home residents to raise coverage by at least ten points, and limit reimbursement for multiple identical consultations to curb medical nomadism.
