France Begins November Rule Changes as Off‑Peak Power Hours Shift and Winter Eviction Pause Starts

  • Energy vouchers begin mailing on 3 November to eligible households automatically, ranging from roughly €48 to €277 depending on income and household size.
  • A national cap on banks’ succession fees takes effect on 13 November, limiting charges to 1% of assets up to €850 with specified cases of free handling and annual indexation.
  • Private‑sector complementary pensions from Agirc‑Arrco are not revalorised this November after social partners failed to reach an agreement.
