France and Ukraine Sign Intent for Up to 100 Rafales and Next-Gen Air Defense in Paris

The pact sets a long procurement path, with near-term French deliveries already underway.

Overview

  • Emmanuel Macron and Volodymyr Zelensky signed a declaration of intent for Ukraine to pursue contracts for roughly 100 Rafale fighters and new-generation SAMP/T air-defense systems, plus associated radars and drones.
  • The Élysée said the plan looks out about a decade and constitutes a roadmap to future procurement rather than an immediate, binding sale.
  • France reaffirmed short-term support, with Aster missiles for SAMP/T due and additional Mirage 2000 jets pledged, three of six already delivered to Kyiv.
  • Paris presented the "Force multinationale Ukraine" headquarters at Mont Valérien as operational, saying it could deploy the day after any ceasefire as part of coalition security guarantees.
  • Zelensky’s stop in Paris follows an Athens deal to route US LNG to Ukraine from December to March, as overnight Russian strikes killed at least three people in the Kharkiv region and Kyiv renewed calls for more air defenses.
