Four Charged in Multi-State Odometer Scheme Linked to Franklin County Dealership

Investigators report more than 2.3 million miles were erased, leaving buyers in three states out over $100,000.

Overview

  • Pennsylvania State Police say the tampering occurred at Trust Auto Outlet LLC in Guilford Township between spring 2023 and fall 2024.
  • At least 33 high-mileage vehicles had odometers rolled back and were resold at inflated prices across Pennsylvania, Maryland and West Virginia.
  • Evidence seized in search warrants included odometer correction devices, altered instrument clusters, fake titles and sales records.
  • Trevor Daniels, Frank Burrell, Stephanie Hetzer and Virgie Waters face counts of odometer fraud, deceptive business practices, conspiracy, forgery and violations of the Pennsylvania Board of Vehicles Act.
  • Authorities say the alleged losses exceed $100,000, and NHTSA estimates similar fraud affects roughly 450,000 vehicles annually, costing buyers more than $1 billion.
