Fortaleza Council Passes New Master Plan After Six-Year Delay

Sanction by Mayor Evandro Leitão would open a months-long rulemaking phase.

Overview

  • The chamber approved the plan 36–6 and adopted a collective superamendment with 63 articles that revises urban operation rules, raises basic utilization indices, and allows taller buildings in parts of the city.
  • The Special Commission endorsed the rapporteur’s opinion by 7–2, and a proposal by councilor Aglaylson advanced only through a substitutive subamendment.
  • The approved text now goes to the mayor for sanction, and council leadership expects to begin updating the Land Use and Occupation Law in March or April 2026.
  • The measure, filed as complementary bill No. 49/2025 with 619 articles, sets zoning parameters, protected areas, cultural heritage tools, social housing zones, and criteria to concentrate high-rises where infrastructure exists.
  • Civil-society groups protested at the council as members complained about limited time to review substitute texts, with more than 232 suggestions rejected and 38 withdrawn.
