Former Isle of Wight Head Found to Have Committed Serious Misconduct

The TRA panel has sent a written recommendation to the Secretary of State that could result in a prohibition from teaching.

Overview

  • A Teaching Regulation Agency panel ruled on Tuesday that multiple allegations against Joy Ballard were proven and that some of her actions amounted to serious misconduct that may have brought the profession into disrepute.
  • The panel found Ballard used a school-funded Peugeot 5008, bought for about £30,000, for personal travel including regular commuting and a family trip to France between July 2022 and June 2024.
  • The hearing concluded the head changed school term dates in late 2023 and early 2024 to fit cruise holidays and missed at least one inset day on January 3, 2024, with evidence the changes harmed pupil attendance.
  • Between April 2021 and October 2022 Ballard bought items with school funds that the panel said were of limited use to the school, and between September 2022 and June 2024 she failed to follow cash-banking procedures by carrying school cash home.
  • Ballard submitted a 13-page mitigation, has accepted partial responsibility and said some actions were taken to protect island pupils, and the Secretary of State will now decide whether to impose a teaching prohibition with wider implications for local trust governance and public confidence in school leadership.
