• Bryana E. Phelan, 31, was charged by the Kane County State’s Attorney with 15 felony counts of official misconduct late last month.
• Prosecutors say the alleged conduct occurred Nov. 11–15, 2024, while she worked as a juvenile justice specialist at the state-run St. Charles facility.
• Authorities allege she socialized with the youth through multiple calls and drove him in a facility vehicle for personal reasons outside her duties.
• The charges also cite an alleged sexual relationship, including calls of a sexual nature, an attempt to engage in sexual acts during a call, and facilitating the youth’s masturbation.
• Department policy forbids staff from socializing with or having sexual contact with in-custody youth, and a court appearance is set for Sept. 18.
