Overview

• Judge Jesús Alberto Chávez Hernández imposed a five years and three months prison term, plus a fine, inhabilitation from public office for the same period, and payment of reparations, with political and civil rights to be suspended once the ruling is final.
• The court found he authorized subordinates to inflict beatings, suffocation with plastic bags, electric shocks and threats to coerce confessions from Mario Vallarta Cisneros, Sergio Cortés Vallarta, and brothers Eduardo and Ricardo Estrada Granados after their April 27, 2012 detention.
• Three former Federal Police agents—Horacio Parra Rubio, Marisela García Toledo and Fernando Valdez Aparicio—were also convicted and received four-year prison sentences.
• Cárdenas Palomino has been jailed since July 2021, and if the sentence stands, the term would run to about October 2026 due to time already served.
• A longtime lieutenant to Genaro García Luna, he still faces proceedings related to the “Rápido y Furioso” arms case, and U.S. authorities have alleged links to the Sinaloa Cartel.
