Foix Reservoir Overflows, Emergency Release Exposes Severe Sediment Buildup

Local leaders demand a September summit following the emergency release that exposed extensive sedimentation and inactive spillways.

Overview

  • The reservoir holds 3.88 hm³ at 103.8% capacity and has been discharging through its emergency spillway since mid-July storms.
  • Primary spillway gates have been inactive since 1928 and the intermediate outlet’s 7 m³/s capacity cannot lower levels quickly enough in emergencies.
  • The dam retained about half of a 400 m³/s inflow, reducing potential downstream peaks from over 300 m³/s to around 200 m³/s.
  • Sediment buildup, estimated at 30–40% of storage, combined with years of untreated discharges has contaminated water, threatening irrigation and ecosystems.
  • Mayors of Cunit and Cubelles are pressing for urgent maintenance and the Generalitat has scheduled a multi-stakeholder meeting in September while ACA plans ecological flow revisions for 2028–33.
