Overview
- Avantus and Clean Power Alliance signed a 20-year power purchase agreement announced July 14 that covers Rexford 2, a project combining 200 MWac of solar with a 200 MW/800 MWh battery.
- Fluence will supply its four-hour Smartstack system and act as turnkey EPC while using partner factories in Utah, South Carolina, and Texas to source U.S. components.
- The developer expects construction to begin in 2027 with commercial operation targeted in late 2028 and PPA operations noted for May 2029, all of which are projections subject to permitting and construction risks.
- Project partners say Rexford 2 will be built on previously disturbed land, use union labor at peak construction, create more than 500 peak construction jobs, and generate hundreds of millions of dollars in local tax revenue for Tulare County.
- The deal advances Avantus’s growth as an independent power producer and adds dispatchable, on-demand capacity to help California balance rising solar output and meet evening and peak demand.
