The incident, which occurred on April 1, shows Horner stepping onto Towles' boat without permission and shouting profanities over a mistaken belief about a prior near-collision.
Authorities, including the Punta Gorda Police Department, Florida Fish and Wildlife Conservation Commission (FWC), and US Coast Guard, are investigating the confrontation and related allegations.
A passenger on Horner's boat has claimed that Horner was drinking and driving at high speeds earlier that day, raising further concerns about his conduct.
Horner has issued a public apology through his attorney, expressing regret for his actions and commending Towles for his composure during the incident.
