Florida CFO Unveils 8-Point Plan to Limit Services for Undocumented Immigrants

The CFO seeks bill sponsors to file the eight measures before the 2026 session opens Jan. 13.

Overview

  • In a briefing at the St. Johns County Sheriff’s Office, Blaise Ingoglia outlined proposals to restrict undocumented immigrants’ access to banking, insurance, licensing and workers’ compensation.
  • St. Johns County Sheriff Rob Hardwick backed the effort, reporting more than 550 transfers to ICE this year and noting that over 100 deputies are completing specialized immigration enforcement training.
  • The package would block opening accounts at state‑chartered financial institutions, bar down payment assistance, and prohibit Department of Financial Services licenses for people without legal status.
  • Driving and insurance changes include English‑only commercial driver licensing procedures, limits on access to auto insurance, and a proposal to require an undocumented driver’s insurer to accept fault if the driver is involved in a Florida crash.
  • Workers’ compensation provisions would remove undocumented workers from coverage, require E‑Verify for payments, and make employers directly liable if they hire an undocumented worker who is injured, with Rep. Kiyan Michael and Sen. Jonathan Martin set to sponsor the bills.
