FLNKS Set to Reject Bougival Accord, Deepening New Caledonia Impasse

Formal rejection of the July accord by all FLNKS bodies has prompted France’s overseas minister to plan a trip to Nouméa next week to try to revive talks.

  • FLNKS delegates will officially announce their refusal of the July 12 Bougival agreement after an extraordinary congress on August 9, cementing opposition from every party and union within the coalition.
  • Christian Tein has called for a “clear and unambiguous” rejection of the pact, which establishes a sui generis State of New Caledonia and a Caledonian nationality without a fresh independence referendum.
  • The accord, negotiated under Minister Manuel Valls, stipulates the transfer of sovereign powers—including currency issuance, judiciary authority and policing—to New Caledonia.
  • Minister Valls will travel to Nouméa during the week of August 18 to meet all stakeholders and propose a drafting committee aimed at clarifying or amending contentious provisions.
  • New Caledonia’s political stalemate follows a frozen referendum process since 2021 and the violent 2024 unrest that caused 14 deaths, over €2 billion in damages and tens of thousands of job losses.
