Fiumicino Council Redraws Reserve Boundaries to Advance Fourth Runway

The council's vote clears the administrative path for a fourth runway, pushing the plan into environmental reviews then detailed design.

Overview

  • Lawmakers approved the reserve boundary change 14–7, with the center-right in favor and the Democratic Party opposed.
  • The development plan from ADR and ENAC spans about 267 hectares, including 150 within the protected area under a “saldo zero” land-swap approach with compensations such as an 85-hectare archaeological park, ecological corridor upgrades, cycling routes and wetland recovery.
  • ADR says the approximately €9 billion expansion will be self-financed and aims to lift capacity to about 100 million passengers and roughly 500,000 movements annually by 2046.
  • New commitments include an epidemiological study with ASL Roma 3, the addition of a bridge over the Arrone River and extending ADR’s 0.5% profit contribution to the municipality from five to ten years.
  • ADR projects significant noise relief from flight redistribution, citing up to an 80% reduction in affected zones like Isola Sacra, while opposition councillors warn overflights could rise sharply and demand health-impact evidence.
