Electoral Registration Officer G. Rajinikanth Reddy filed the complaint after a local Telugu daily published photographs of the programme.
The by-election for the Jubilee Hills Assembly seat is scheduled for November 11 with the Model Code of Conduct in force and nominations due October 21.
BRS has named Maganti Sunitha as its candidate, while Congress has yet to finalize its nominee with Yadav reported among three shortlisted.
