Finland Approves €100 Million PURL Arms Purchase for Ukraine as Spain Moves to Join

The debt-financed decision highlights NATO’s use of a U.S.-led channel to draw weapons from American stockpiles for Kyiv.

  • The Finnish government authorized a €100 million purchase of U.S. weapons for Ukraine under the PURL program, to be financed through new debt, Prime Minister Petteri Orpo said.

  • PURL was launched on July 14 by U.S. President Donald Trump and NATO Secretary General Mark Rutte to let allies buy equipment from U.S. inventories for transfer to Ukraine.
  • El País reported that Spain has decided to participate in PURL to fund U.S. arms for Ukraine, with its financial commitment yet to be set, and noted Spain already supplies about €1 billion annually in domestically produced weaponry under a 2024 agreement.
  • Russian officials, including Foreign Minister Sergey Lavrov, warned that Western arms shipments impede negotiations and that cargoes carrying weapons are considered legitimate targets.
