FIA Publishes Stewarding Guidelines to Clarify F1 Penalties and Racing Rules

The guidelines set out criteria on penalty points, track limits plus overtaking maneuvers with the aim of improving consistency in stewarding decisions.

Overview

  • The FIA released two public documents detailing penalty points, time penalties, track limits and overtaking criteria to assist stewards in making consistent rulings.
  • Developed in consultation with drivers, teams and the FIA Drivers’ Commission, the guidelines specify criteria for inside versus outside overtakes plus rules for restoring positions after track-limit breaches.
  • George Russell praised the move as a step toward transparency; Alex Albon and others have warned the rules can encourage ‘unnatural’ or unsafe racing tactics.
  • Russell has proposed appointing fully paid professional stewards and a smaller, consistent panel to reduce variability in decision-making.
  • The FIA intends to refine the guidelines through ongoing consultation and prepare similar frameworks for its World Endurance Championship, Formula E and other series.
