FGV–MDS Study Finds 60.7% of 2014 Bolsa Família Beneficiaries Exited by 2025

The decade-long analysis credits education conditionalities for helping younger recipients move into jobs.

Overview

  • Exit rates were highest among those who were adolescents in 2014, reaching 71.25% for ages 15–17 and 68.8% for ages 11–14.
  • Among the 2014 cohort aged 15–17, 52.67% had left the CadÚnico registry by 2025 and 28.4% held formal jobs.
  • Outcomes vary sharply by place and profile, with exits of 80% in the South versus 57% in the Northeast and 55% in the North, and 67% in urban areas compared with 55% in rural areas.
  • Early results for the 2023 entrants show accelerating transitions, with 31.25% exiting by October 2025 and 42.59% among teens, alongside average monthly exits outpacing entries (447,000 versus 359,000).
  • Higher parental schooling, formal employment and better local infrastructure are linked to faster exits, while the Regra de Proteção and Programa Acredita are highlighted as tools to ease transitions.
