FGV Study Finds 61% of 2014 Bolsa Família Beneficiaries Left Program by 2025

Researchers attribute the gains chiefly to parental formal employment in more dynamic local labor markets.

Overview

  • Exits were steepest among adolescents, with 71.25% of those who were 15–17 in 2014 leaving the program and 68.8% among those who were 11–14.
  • Lower exit rates were recorded for younger children, including 55.2% for ages 6–10 and 41.3% for ages up to five.
  • Among the 15–17 cohort in 2014, 52.7% left the CadÚnico registry by October 2025, and 28.4% held formal jobs in 2023.
  • Households with a family reference in formal employment saw nearly 80% of children exit the program, compared with 57%–66% for informal or self-employed and 52.4% where parents had no earnings.
  • The report, produced by FGV with the Development Ministry, was released at an FGV event attended by Minister Wellington Dias, with researchers noting recent IBGE data on low poverty and inequality.
