FGTS Council Raises Minha Casa Minha Vida Home Price Cap to R$275,000 and Sets 2026 Budget

The change aligns the program with October’s higher SFH limit, but rules to let workers use FGTS balances under the expanded ceiling still await regulation.

Overview

  • Approved on Nov. 11, the cap for low-income buyers now reaches R$275,000 in cities over 750,000 people, with ceilings of R$270,000 for 300,000–750,000 and R$245,000 for 100,000–300,000 inhabitants.
  • The adjustment targets Faixas 1 and 2 in urban areas (up to R$4,700 monthly income) and rural families earning up to R$66,000 per year.
  • The 2026 FGTS budget is approximately R$160.5 billion, allocating R$144.5 billion to housing, with R$125 billion for popular housing and R$12.5 billion in subsidies.
  • The package covers 263 municipalities and expands support in the North, where eligible families may receive up to R$65,000 in FGTS-backed subsidies starting in 2026.
  • A separate measure to update FGTS rules for using linked-account balances on loans under the new R$2.25 million SFH limit was pulled from the agenda and remains pending.
