Overview
- Approved on Nov. 11, the cap for low-income buyers now reaches R$275,000 in cities over 750,000 people, with ceilings of R$270,000 for 300,000–750,000 and R$245,000 for 100,000–300,000 inhabitants.
- The adjustment targets Faixas 1 and 2 in urban areas (up to R$4,700 monthly income) and rural families earning up to R$66,000 per year.
- The 2026 FGTS budget is approximately R$160.5 billion, allocating R$144.5 billion to housing, with R$125 billion for popular housing and R$12.5 billion in subsidies.
- The package covers 263 municipalities and expands support in the North, where eligible families may receive up to R$65,000 in FGTS-backed subsidies starting in 2026.
- A separate measure to update FGTS rules for using linked-account balances on loans under the new R$2.25 million SFH limit was pulled from the agenda and remains pending.
