- The council approved the change unanimously on Nov. 11, setting graduated limits by city size, including R$275,000 in cities over 750,000 residents, R$270,000 for 300,000–750,000, and R$245,000 for 100,000–300,000.
- The higher cap applies to Faixa 1 and Faixa 2 families in urban areas (up to R$2,850 and up to R$4,700 monthly income) and to rural families earning up to R$66,000 per year.
- The adjustment covers 263 municipalities and is intended to reflect construction cost increases and widen access to low‑income housing.
- For 2026, the FGTS budget totals about R$160.5 billion, allocating R$144.5 billion to housing, R$8 billion to sanitation, R$8 billion to urban infrastructure, and R$12.5 billion in subsidies.
