Federation Council Backs Year-Round Fines for Failing to Report Moves to Draft Offices

The measure aligns the administrative code with Russia’s year-round conscription framework.

Overview

  • Russia’s Federation Council approved amendments that make liability for not informing military commissariats about a change of residence apply throughout the year.
  • The law removes the phrase “during the conscription period” from Article 21.5 of the Administrative Code, extending enforcement beyond draft windows.
  • Fines for failing to notify draft authorities about leaving one’s residence for more than three months remain set at 10,000 to 20,000 rubles.
  • The State Duma passed the amendments on December 9 after a group of deputies led by Defense Committee chair Andrey Kartapolov introduced the bill in September.
  • The update complements a November 4 law enabling year-round medical checks and draft commission work, with conscript dispatches still limited to April 1–July 15 and October 1–December 31, and it formalizes electronic summons rules including a 30-day appearance limit.
