- Entitlements include free urban and commuter transport, one annual long‑distance trip by rail, water or air, access to official lounges at airports and stations, and free land plots.
- Recipients may opt for a monthly cash payment of 72,403.79 rubles instead of in‑kind benefits, with annual indexation and disbursement by the Social Fund of Russia.
