FdI Files Budget Amendment to Reopen 2003 Building Amnesty

The proposal is cast as a targeted fix for unresolved Campania cases and now sits among flagged budget changes awaiting possible committee votes.

Overview

  • The amendment would allow regularization of works built without or outside permits if they complied with urban planning rules in force on 31 March 2003.
  • Properties subject at the time to hydrogeological, landscape, environmental or park protections, as well as newly designated red zones, would be excluded.
  • Though nationally applicable, the measure was conceived to address long-pending applications in Campania, with regions expected to define and apply the rules.
  • Opposition leaders accuse the majority of seeking votes ahead of regional elections, while FdI argues it is not a new condono but an administrative remedy for people who paid under the 2003 scheme and were left out.
  • The text mirrors a June bill by FdI deputy Imma Vietri and is among the limited set of ‘segnalati’ amendments, with discussion possible later in the budget process and outcomes still uncertain.
