  • The FCA confirmed on Monday that Sabina Saini is serving as its attaché in Mumbai after starting the role on August 10 and that Darine Obeid will begin at the British Embassy in Abu Dhabi on August 31.
  • Both posts are liaison-only contact points that do not carry supervisory powers and do not create any new route to UK or local authorisations.
  • Saini will be based at the British Deputy High Commission in Mumbai to work with India’s IFSCA on GIFT City and help UK firms seeking to operate in that international financial zone.
  • Obeid will represent the FCA in the UAE as foreign brokers win more local permissions, and her decade-plus FCA experience covers retail and wholesale banking, fintech supervision, financial crime and operational resilience.
  • The appointments extend an overseas network that already includes Washington, Brussels, Singapore and an Asia‑Pacific director in Australia, and the FCA has signalled a planned China posting that has not yet been filled.
