FBSP Maps Rapid Criminal Expansion Across Brazil’s Legal Amazon as CV Dominates

FBSP researchers link the CV’s riverine advance to rising drug flows under costly, fragmented policing.

Overview

  • The study identifies faction presence in 44.6% of the region’s 772 municipalities (344 total), up 32.3% from 2024, with 258 under a single group and 86 contested.
  • Comando Vermelho appears in 286 municipalities in 2025, dominates 202, and has more than doubled its footprint since 2023, while the PCC is present in 90.
  • Faction spread is uneven, with Mato Grosso at 92 municipalities and Pará at 91, all 22 municipalities in Acre affected, and Roraima reaching 86.7%.
  • Recorded sexual violence reached 13,312 cases in 2024, up 4% and 38% above the national rate, with 77% of victims aged 14 or younger, as interviews detail faction rules controlling women’s behavior and relationships.
  • FBSP highlights the Alto Solimões as Brazil’s second most important drug and arms corridor after Ponta Porã, notes a 84.8% rise to 118 tonnes of cocaine seized in 2019–2024, and cites high riverine policing costs such as R$7,000 in fuel for a 500 km patrol.
