FBR Publishes Draft 1% Fixed‑Tax Scheme for Small Shopkeepers

Finalisation could expand Pakistan’s tax base by enrolling millions of previously informal retailers.

Overview

  • The Federal Board of Revenue published S.R.O. 1109(1)/2026 this week and opened the seven‑day legal window for objections before the draft can be finalised.
  • The draft offers a voluntary one‑page regime that charges 1% of gross turnover with a minimum cash payment of Rs25,000 and applies to single‑shop retailers with annual turnover up to Rs200 million.
  • Eligible shopkeepers will register via the IRIS web portal, a dedicated mobile app, or local tax offices and must declare sales, purchases, expenses, net profit and assets in Urdu or regional languages.
  • Qualifying shops will receive an FBR ‘Green Plate’ that bars routine entry by revenue officers and removes regular audit and POS requirements while preserving targeted audits for suspected misuse.
  • The government projects more than Rs50 billion in annual revenue if uptake is high but that outcome depends on enrolment levels and FBR enforcement using third‑party data and selective audits to deter abuse.
