FBR Issues Draft to Make Senior Officials’ Asset Declarations Public

The tax authority has opened a seven-day consultation on rules drafted under the Income Tax Ordinance to meet governance benchmarks in the IMF review.

  • Under the proposal, asset declarations for officers in Grades 17–22 would be published for public access from the date of joining service to the present.
  • The draft broadens coverage by replacing “civil servant” with “public servant,” extending the rules to federal and provincial officers, autonomous bodies, and state-owned corporations.
  • Individuals exempt under the National Accountability Bureau Ordinance, 1999, would remain outside the new definition.
  • The Federal Board of Revenue prepared the amendments under Section 237 of the Income Tax Ordinance, 2001, to strengthen transparency and verification mechanisms.
  • Stakeholders have seven days to submit feedback, with the FBR stating late submissions will not be considered and officials framing the move as meeting a key IMF condition.
