Abbasova, who serves as the director of protocol for international affairs and was Adams' liaison to the Turkish community early in his political career, has been placed on leave amid allegations of 'improper' behavior.
Federal authorities seized Abbasova's cell phone and other electronics as part of their investigation.
Adams, Abbasova, and Öcal have not been accused of any wrongdoing, and the mayor's office has stated that it is cooperating with investigators.
The investigation is focused on whether Adams' campaign conspired with members of the Turkish government to illegally funnel donations through so-called 'straw donors'.
